Company News7/17/2024: MASSHEALTH INCREASES INDEPENDENT NURSING RATES – In a move that was welcomed by homecare and healthcare professionals across the state, MassHealth announced a significant increase in the rates for independent nursing services. The new rates will come into effect on August 1, 2024, and will result in a 33% increase for Registered Nurses (RNs) and an 11% increase for Licensed Practical Nurses (LPNs). Nurses working in High Acuity Homecare hold a vital role in delivering quality, home-based nursing care and as a result, prevent hospitalizations and the worsening of chronic conditions which result in lowered acute care costs. Homecare Nurses who provide 1:1 nursing services to one of the state’s most vulnerable populations have long been advocating for better compensation to match their crucial contributions. The hope is that the increased rates will support retention, as well as recruitment into the specialized field of High Acuity Homecare for the population with complex medical needs. As the demand for skilled nursing services continues to rise, this adjustment in rates stands as a pivotal step. The Continuum of Navigating Nursing Services – Exploring opportunities for Individuals with Complex Medical Conditions is a presentation focused on examining practical applications including assessing for services, tips for managing nurses in the home, collaborating with agencies, and participating in advocacy. Communication skills and techniques to promote effective, balanced messaging will be taught. Attendees will spend time on a learning exercise to examine an issue of their own and collaborate with other attendees to explore potential solutions. One family’s journey of prioritizing hopeful resiliency when a medical mom was inspired to become a nurse will be highlighted. Information will be offered on newly introduced programs to attract, train and keep nurses in the practice area of high-acuity homecare. Information will be presented by a special needs parent with more than two decades of experience and is pertinent for individuals, families, caregivers and nurses. This workshop will provide a safe, supportive and inclusive environment.
About the Presenter: Elizabeth (Special Needs Mom, RN with a Master Degree, and owner of Nightingale’s Northern Nest- Continuing Education in High-Acuity Nursing) held corporate positions at Eastman Kodak and Estee Lauder. At age 34, she experienced unexpected premature labor and gave birth to her son, Eric, a 26-week preemie who weighed less than 2 pounds. She was quickly immersed into a medical arena with a 3 month NICU stay, other admissions related to conditions stemming from preemie complications and homecare nurses to help with her son’s complex medical care. A decade later, she pursued a career in nursing when her family could not find adequate nursing coverage for her son’s approved nursing hours. She became a nurse and became an IN for MassHealth. She continued her education and recently received a state grant to develop and implement a CSN Nurse Training Program. Her interests include anything family, cooking, and organic gardening. Her community has recognized her volunteer work to increase accessibility with awards including the Priscilla Alden “Speak for Thyself” award.

In Southeastern MA, Nightingale’s Northern Nest received a $777,000 award from the Massachusetts Executive Office of Health and Human Services. Award funds will support free training for 200 RNs and LPNs in the Southeast Region for Complex Care Members in Plymouth County, Cape Cod, and the Islands. The aim is to increase the number of nurses in High Acuity Homecare Nursing and to expand the skills and competencies of the current workforce. The program will prioritize learning gaps in home-based nursing care and bridge facility-based nursing to home-based nursing.
The budget includes approximately 70% designated for $3,000 stipends to be paid to nurses trained after program completion. Eight self-paced modules will offer contact hours and focus on health conditions and associated nursing skills offering on-line, in-person and in-home learning. Nurses can complete the full program or single modules. Elizabeth Nightingale, MS, RN, owner of Nightingale’s Northern Nest states, “One of the program’s goals is to facilitate the transition to employment in continuous skilled nursing also known as block nursing. Employment pathways will be explored through connections with Home Health Agencies, CSN Agencies, opportunities in 1:1 school nursing and as MassHealth Independent Nurse Providers.” The regional program is open to all Massachusetts RNs and LPNs. Dr. Mary Lovell is co-developing the clinical curriculum with Nightingale. She began her career as a diploma nurse and along with three decades of nursing experience, has earned a (DNP), Doctor of Nursing Practice. Lovell has been a critical care nurse educator, a nursing professor, and a medical content analyst. She has worked in ICU/trauma care, mental/behavioral health, and complex pediatric homecare. Dr. Lovell relays, “The program’s curriculum is grounded with evidence-based practice and is augmented with input from expert homecare nurses, CCM members of the MassHealth Community Case Management program, and families to provide a holistic approach.”
Nightingale emphasizes the need to develop education supporting home-based nursing and believes, “Healthcare trends demonstrate homecare is expanding and knowledgeable staff with expertise are in demand”. She is optimistic about nurses joining the homecare practice which offers 1:1 nurse-patient ratios, and a $3,000 program training stipend upon completion of the program. Looking to the future, she hopes nursing programs will begin to explore learning opportunities and strategies to introduce High-Acuity Homecare to the pre-licensure curriculum.
